The company bringing goods across the border pays it, and customs records every dollar. Some of that cost reaches shelf prices, which is what households end up carrying. American exporters take a different hit, on whatever Canada has added to its list. This page puts a number on each of the three, from public trade data, and flags the one that is a model rather than a count.
In 2025 Washington began taxing imports, Canada's included. Canada answered by taxing American goods going the other way. A tariff is a tax, and somebody hands over the money.
