GoKawiilFlock camera lead sends armed Lexington police to wrong home, couple cleared
Lexington, Kentucky police surrounded the home of Will Penn and Robin Pen at 4 a.m. with guns drawn after automatic license plate reader data from Flock Safety flagged Penn's truck as resembling a vehicle described in a felony assault case. Officers confirmed the couple had no connection to the crime, but the raid occurred while Penn's 94-year-old grandmother was in the house.

The incident illustrates how automated license plate reader systems can generate weak matches that nonetheless trigger high-risk police responses, raising questions about the thresholds law enforcement uses before deploying armed units. It may fuel ongoing scrutiny of Flock Safety's camera network and similar ALPR tools, as critics argue such technology can produce false positives with serious real-world consequences for innocent people.
- Police used Flock Safety ALPR data to match a truck based on make, model, and color alone, not a license plate.
- Armed officers surrounded an innocent couple's home at 4 a.m. based on this tenuous lead.
- The case highlights potential risks of relying on automated surveillance tech for high-stakes police decisions.
