It's an indicator that means your device can only tap into satellite signals to make calls and send texts. In most cases, that's dialing emergency services like 911, and nothing more.

As of last night, based on a heat map provided by Downdetector, it appeared that users on the East Coast were facing the brunt of the network issues, with red circles hovered over states such as New York, Pennsylvania, Washington, and North Carolina. A closer look revealed reports from cities such as Phoenix, Chicago, and Los Angeles, suggesting this is a nationwide problem.
