NRC warns Holtec over safety culture at Palisades nuclear restart project

The US Nuclear Regulatory Commission warned Holtec International to fix a 'chilled work environment' at Palisades after inspections found staff reluctant to raise safety concerns. The warning follows a worker falling into a reactor cavity last year and a bundle of fuel rods tilting during refuelling in August, which delayed the plant's planned reopening. The NRC also reported that nine of 15 reactor operators failed an initial licensing exam.
